If you play on the colored side of the pegs it's a 2 person game - Tic-Tac-Toe. If you play on the number side of the pegs math puzzles to try to solve. One is to place the pegs 1 through 9 on the board such that every row, column and diagonal adds up to 15. Another is to get every row, column, and diagonal to add to a different number. Another is to place them so that every row and column is the square of a whole number. There are 7 other math puzzles that can be done on paper using the numbers 1-9.
